Federal State Autonomous Scientific Institution "Sociocentre" with the support of the Ministry of Education and Science of the Russian Federation.
The competitive selection held June 5th through July 18th was aimed at forming of a team of experts from among representatives of universities participating in the Priority 2030 program and scientific organizations.
The selection was conducted in two stages. At the correspondence stage, candidates' compliance with formal criteria, their professional experience and motivation were assessed – selection participants submitted applications, resumes and essays. In total, several hundred applications were submitted. Next, 225 candidates selected at the first stage were invited to participate in an educational intensive course, which was held at the Bauman Moscow State Technical University on June 29th-30th. Their leadership qualities, teamwork skills, ability to analyze information and formulate constructive proposals were assessed at the intensive course.
“Cross-university examination should become an important tool for identifying and disseminating best practices in professional external evaluation of university activities,” emphasized Deputy Minister of Science and Higher Education of the Russian Federation Dmitry Afanasyev.
Based on the results of two stages, a list of 156 experts was formed. The list of experts from South Ural State University included the Head of the Strategic Development Service of the SUSU Project Management Office Evgeny Belousov.
"The cross-university format of examination will give universities the opportunity to receive constructive feedback from colleagues who have diverse, but relevant experience. In essence, a new paradigm of mutual assessment is being formed: not of the current state (the existing procedures cope with this quite well), but of the university's development prospects. This is a more complex, subtle, but also more valuable examination, which will also allow, among other things, to "naturally" improve the quality of processes in universities, and, consequently, achieve better results in the higher education system as a whole," stressed Scientific Director of the Priority 2030 program Andrey Volkov.
