SUSU Students Will Be Able to Write their Own Bills

South Ural State University, the Public Chamber of the Chelyabinsk Region, and Senator of the Russian Federation from the Chelyabinsk Region Margarita Pavlova signed an agreement to cooperate on holding a research papers competition "My Bill in the Context of National Security".

Students are invited to try their hand at writing bills. The competition was launched by Senator Margarita Pavlova. SUSU was invited to participate.

"South Ural State University is one of the major universities in the Chelyabinsk Region, where students not only from our region, but also from other subjects of our country and foreign countries study," says Margarita Pavlova. “We offer a chance for young people to immerse themselves in the topic of national security and speak about how, in their opinion, it is necessary to strengthen the sovereignty of our country. As a senator, I value young people's opinions, because they often think out of the box and can offer unusual solutions to problems.”

To ensure that the students work is not for nothing and their projects do not simply gather dust after the contest, the organizers suggest the topics that are of interest to the government.

"In addition to the topic of security, we suggest finance. Today there is an acute problem of illegal lending; we would like to hear the solution to this issue from students,” explains the Deputy Chairman of the Public Chamber of the Chelyabinsk Region Vyacheslav Kurilin, who is the curator of the contest from the Chamber. “This is important work which is necessary for the legislation. In fact, we want to prepare bills that can be offered up for consideration in the State Duma.”

In order to obtain a finished product at the end of the contest, contestants will receive a detailed explanation of how laws are written in practice. To do this, they will be offered lectures from experts, who will tell students what an explanatory note looks like, how the financial and economic substantiation of a law is prepared, and how a bill is drafted.

"We have active young people; they have many ideas, I am sure, but it is important for us that the contestants learn how to turn their ideas into a complete package of documents and that they know the technical side of preparing a bill," notes Vyacheslav Kurilin.

The SUSU Rector Aleksandr Shestakov knows first-hand how draft laws are prepared, as he is a deputy of the Legislative Assembly of Chelyabinsk Region and is a member of the Committee on Social Policy. According to the Rector, students of the university are actively involved in various competitions to propose legislative initiatives. Thanks to this new project initiated by Margarita Pavlova and supported by the Public Chamber, SUSU students will have a chance not only to express their ideas on how to improve the quality of life, but also to prepare their own bills from start to finish and possibly even implement them.

"For us, participation in such a project is significant; it continues the practice-oriented approach implemented in our university. Students are already immersed in the legal world during their studies and have the opportunity to apply their knowledge in practice,” says Aleksandr Shestakov. “It is also important that the contest helps develop legal science.”

The organizers hope that the contest will resonate with students and plan to develop the project further, each year changing the topic to one of the current hot topics. Organizers plan that students who enter the final will travel to Moscow to see how the Federation Council works.
