On October 2nd and 3rd, 2025, a cross-university peer review is being held at South Ural State University as part of the Priority 2030 program.
The university's teams, which work with experts, include vice-rectors, representatives of structural divisions, heads of strategic technology projects, students, and representatives of industrial partners.
Teams of SUSU scientists, engineers, and students, together with experts from the Federal State Autonomous Institution "Sotsiotsentr", will analyse the results and promising areas of SUSU's activities in terms of their alignment with the university's Development Program and strategic objectives.
Cross-university peer review is a unique format for joint peer assessment of universities. This is the first time the review is being implemented in our country at the initiative of the Ministry of Science and Higher Education of the Russian Federation.
The primary goal of the cross-university peer review is to ensure an independent and objective assessment of the implementation of development programs at universities participating in the Priority 2030 program.
The key objectives of the review are peer assessment of university development plans, identifying best practices, improving the transparency of expert activities, and forming a university expert community.
The pool of experts is formed through a competitive selection process. The SUSU team of experts includes Deputy Vice-Rector for Education at Tomsk Polytechnic University A.M. Kuzmin, Director of Scientific and Technological Development of Moscow Polytechnic University E.V. Iakushko, Deputy Director of the Technology Transfer Centre of St. Petersburg Electrotechnical University “LETI” S.Iu. Shevchenko, and Head of the Youth Centre for Science and Technology of the Pirogov Russian National Research Medical University E.V. Maslenkova.
The peer review at SUSU will focus on four thematic areas of discussion:
-
University Model and Strategic Goals;
-
Development Program Management;
-
Technological Leadership through Strategic Goals;
-
Personnel Training System.
"We lay our hopes on cross-university peer review and, specifically, on working with experts. They will help us identify our university's potential, our key development areas, and explore other universities' ideas and practices through mutual enrichment and discussion," notes SUSU Rector Alexander Wagner. "I hope the peer review will help us refine SUSU's scientific development directions, educational policy, and, most importantly, the rejuvenation of our academic staff and the development of our university's human resources potential."
It is worth noting that on-site cross-university peer review plays a key role in analysing university resources and implementing their strategic projects, and they are changing the approach to expert work.
The vertical control system is being replaced by a professional community with its own opinions and perspectives on problems.
During discussions by a professional community during peer reviews, quality standards and working solutions are jointly developed, a unique exchange of experience takes place, and university best practices are shared directly with recipients.
Thus, peer assessments become particularly valuable. They are not a control tool, but a potential resource for development.
Since 2025, the Russian Ministry of Education and Science's Priority 2030 program has been implemented as part of the Universities for a Generation of Leaders federal project within the Youth and Children national project.
