On January 1, 2023, Federal Law №357 of July 14, 2022 on the provision of public services for issuing temporary residence permits to foreign citizens and people without citizenship for the purpose of obtaining education in Russia came into force.
The RVPO can be applied for by
- FULL-TIME STUDENTS
- Bachelor's; Master's; Specialist; Postgraduate students
List of documents required to apply for RVPO:
- Completed application forms (x2);
- Applicant's passport (original and notarised translation);
- Migration card and registration slip;
- Photo 3,5 х 4,5 mm (x2);
- State fee (1600 RUB);
- Certificate proving the absence of criminal record with consular legalisation/apostille and notarised translation into Russian (for visa countries);
- Certificate of study, extract from study orders (signed and stamped by the education department);
- Accreditation and legalisation of the university (signed and stamped by the education department);
- Medical examination (original and copies);
- Fingerprinting certificate.
!!!Documents written in a foreign language should be attached to the application with a notarised translation into Russian!!!

Service delivery time: 2 months.
!!!As soon as you receive the RVPO, you must immediately inform the Migration Department at SUSU (to obtain a new registration)!!!
- Issued AT WILLl
- Issued for the duration of your studies + another 180 days
- Within 180 days of the end of the study period, a foreign citizen holding an RVPO has the right to apply for a residence permit
- It is impossible to stay outside the Russian Federation for more than 6 months in a calendar year (from 1 January to 31 December)
- If you are expelled, your RVPO will be cancelled (you will be returned to your home country)
- RVPO will be cancelled if you change from full-time education to a mixture of full-time and part-time education or part-time education
- Annual notifications (as with RVP and residence permit) are not required
