Covid-19 Limitations

In accordance with the order of the Government of the Russian Federation of March 16, 2020 No. 635-p, from March 18, 2020, the entry of foreign citizens into the Russian Federation is restricted. These measures are taken to protect the population and prevent the spread of coronavirus infection (COVID-19).

For the period of the restrictions of the Ministry of Internal Affairs of Russia, the acceptance of documents, the issuance and sending of invitations for entry into the Russian Federation for foreign citizens, the Ministry of Foreign Affairs of Russia has temporarily suspended the acceptance of documents, registration and issuance to foreign citizens in diplomatic missions and consular offices of the Russian Federation of all categories of visas.

The order is indefinite and is valid until a special decision of the Government of the Russian Federation, including for foreign students, with the exception of citizens of the following countries:

• United Kingdom

• Tanzania

• Turkey

• Switzerland

• Egypt

• Maldives

• United Arab Emirates

• Kazakhstan

• Kyrgyzstan

• The Republic of Korea

• Cuba

• Serbia

• Japan

• Island of Seychelles

• Ethiopia

Finland

Vietnam

India

Qatar

 

South Ural State University does not have information on the timing of the termination of these restrictions. Information about the lifting of restrictions will be immediately published on the SUSU website after the Government of the Russian Federation will make the relevant decision.

ATTENTION!

Entry to the territory of the Russian Federation from the territory of the above countries is possible only through air checkpoints (arrival by air). Crossing the earthly border of the Russian Federation by foreign citizens for the purpose of “study” is impossible for citizens of any state.

During the period of quarantine restrictions, in addition to documents for entering the Russian Federation, a foreign citizen must follow these instructions:

Before departure, it is imperative to undergo a COVID-19 PCR test. (Polymerase chain reaction is a highly accurate method for diagnosing numerous infections based on the analysis of the genetic material of DNA and RNA).

When entering the country, you must have with you a medical document in Russian or English, confirming a negative test result, received at least 3 days before arrival in the Russian Federation.

In accordance with the order of SUSU Rector No. 18 dated February 18, 2021, foreign students who arrive to the Russian Federation are required to obtain admission to classes in academic groups. For that foreign students are required to:

- submit a medical document (in Russian or English) confirming the negative result of the laboratory analysis of the material for COVID-19 by the polymerase chain reaction (PCR) method, made no earlier than three (3) calendar days before the arrival on the territory of the Russian Federation and

- submit a negative result of laboratory tests for COVID-19 by the PCR method carried out within three (3) calendar days from the date of arrival on the territory of the Russian Federation and

- undergo a medical examination (examination) at the SUSU medical center.
 
Before obtaining admission to classes students must observe self-isolation at the place of stay. For students living in university dormitories, the place of self-isolation is the SUSU campus observation facility.

For the period of the restrictions, training and exams for foreign students who are unable to arrive on the territory of the Russian Federation are carried out using distance-learning technologies (online). Detailed information on the procedure for organizing the distance educational process can be obtained from the relevant institute / higher school.

The cost of educational services is payable in full within the timeframes agreed by the parties in the training contract, according to the details specified in the contract. Payment under the agreement can be made by any person in any bank of the Russian Federation, including online via the Internet bank. A receipt for payment can be generated online using the service “Personal account of a student / postgraduate student”.

If you need to pay for tuition through foreign banks (located outside the Russian Federation), you must contact the SUSU International Cooperation Department by e-mail applicant[at]susu[dot]ru to issue an invoice for payment containing SWIFT international bank details.
