Background:

The Skolkovo fund is a non-commercial organization formed by the initiative of the Russian president in September 2010. The fund’s goal is to mobilize Russia’s resources in applied research by forming a beneficial environment for research and development in: energy-efficiency, space, biomedicine, nuclear technology, and computer technology. The fund is responsible for managing projects for the creation of the Skolkovo Innovative Center, whose activities are regulated by a special law providing member-companies (by the end of the first half of 2015 there were 1521 of them) special economic conditions. The total revenue of member-companies was 95.5 billion rubles. They attracted 21.1 billion rubles of investments, created 21.8 thousand jobs, and received 1100 patents. One important part of the Skolkovo institute is the research university – the Skolkovo Institute of Science and Technology (Skoltech), formed and functioning with the support of Massachusetts Institute of Technology. Before 2020, 2 million square meters of manufacturing, office, and living space will be built and 35,000 people will work at the innovative center.

Open University Skolkovo (OpUS) is a program of the Skolkovo fund that engages, involves, and integrates students and young researchers with technological and business skills into the Russian innovative ecosystem.
