First year students of SUSU Faculty of Law Enforcement Officials Training and Technological College took part in opening the memorial plate in honor of Martynov F.K., famous law enforcement general of the South Ural.

The administration of Russian Ministry of Internal Affairs in Chelyabinsk region, employees and veterans of law enforcement agencies, relatives of Martynov F.K., citizens, students of Professional Training Centre and school children were present at that triumphant meeting. It is not the first event dedicated to Martynov F.K. In 2011 the employees of Chelyabinsk Law Institute of Russian Ministry of Internal Affairs and veterans of law enforcement agencies prepared and published the recollections about general. Also in 2011 the City Duma made a decision to name one of the streets of the city after Martynov F.K.

Martynov Fedor Kuzmich, general II rank of internal service, honoured employee of Ministry of Internal Affairs who was in charge of Department of Internal Affairs of Chelyabinsk Region Executive Committee within 18 years, can be literally called one of the most important representatives of security agencies of the region and country in whole of the XX century. Fedor Kuzmich had a great work experience as an average emloyee and then became the respected leader. Many people from different parts of the Soviet Union came to him for experience or a piece of advice. At the same time the main trait of his character was modesty and freedom in communication with people. During the lifetime Martynov F.K. was called "people's general".
